Texas Department of Insurance (TDI)
Definition
The Texas Department of Insurance (TDI) is the state agency that regulates insurance in Texas. It licenses insurers and agents, oversees admitted insurers' rates and forms, handles consumer complaints, and runs the windstorm inspection program. Workers' compensation is overseen by its Division of Workers' Compensation.
In Plain English
TDI's work touches owners in several ways. It licenses admitted insurers and the agents who sell policies, reviews many policy forms, and takes complaints when a claim or service problem cannot be resolved.
On the coast, TDI issues the WPI-8 windstorm certificates that buildings need for TWIA coverage. Its Division of Workers' Compensation runs the state workers' comp system.
TDI works with other states through the NAIC. It does not set prices for most commercial property policies or decide individual claims, but it can investigate how an insurer handled one.

Example
Hypothetical: an owner's claim has had no response for weeks after all requested documents were sent. After asking the insurer in writing, the owner files a complaint with TDI, which contacts the insurer for a response.
Why It Matters for Texas Property Owners
TDI is the Texas regulator, so it sets the ground rules for policies, agents and claim handling for Texas properties. You can verify an agent's or insurer's Texas license on its website.
What to Watch For
- Verify your agent's and insurer's license with TDI.
- Keep written records of claim communications in case you need to file a complaint.
- Know whether your insurer is admitted or surplus lines, since TDI's oversight differs.
Common Questions
Can TDI make my insurer pay a claim?
TDI does not decide individual claims, but it investigates complaints and can act when insurers break Texas law. For a disputed amount, the policy's appraisal process or an attorney may be the next step.
How do I check if an insurance agent is licensed in Texas?
TDI offers a public license lookup on its website where you can search by name or license number.
