WPI-8 Certificate of Compliance (Windstorm Certificate)
Definition
A WPI-8 certificate of compliance is a document from the Texas Department of Insurance showing a building, addition or repair in the Texas coastal area was built to windstorm building codes. Commercial buildings generally need one for TWIA coverage on work done since January 1, 1988.
In Plain English
TDI issues WPI-8 and WPI-8-E certificates after inspection. TWIA issued WPI-8-C certificates from January 1, 2017 to May 31, 2020.
The certificate covers specific work. A building may need separate certificates for the original structure, roof replacements and additions. Construction type and materials are reviewed.
Without a certificate, commercial buildings generally cannot get TWIA coverage, since the no-certificate surcharge path applies only to residential properties.

Example
Hypothetical: an owner replaces the roof on a strip center in Brazoria County. The roofer arranges inspections so a new WPI-8 certificate is issued, keeping the building eligible for TWIA coverage.
Why It Matters for Texas Property Owners
This is a Texas-specific requirement for the coastal Texas Catastrophe Area. Missing certificates are a common issue in Texas coastal property purchases.
What to Watch For
- Collect certificates for the original building and all later work.
- Require contractors to arrange windstorm inspections for roof and structural work.
- Check certificate status before buying a coastal property.
